Dr. Welinton Baxto da Silva is a distinguished Brazilian scholar and senior educational policy expert with a Ph.D. and Master’s degree in Education from the Universidade de Brasília. He has been honored with multiple honorary doctorates and holds the prestigious “Immortal” Academic Merit Collar from ABRASCI. Currently serving as a Senior Educational Technician at Brazil’s Ministry of Education and as a researcher at the University of Brasília, his work focuses on higher education supervision, public policy planning, and distance education.
